Congressionally Directed Spending – Fiscal Year 2027

Listed below are the Military Construction Veterans Affairs, and Related Agencies projects Senator Blumenthal has submitted to the Senate Appropriations Committee. The Senate Appropriations Committee selects the final projects from the projects submitted by all senators. Therefore, neither submission of an application nor Senator Blumenthal’s approved list of projects are guaranteed for final funding.

Naval Submarine Base New London – New London, CT

  • Amount Requested: $7,700,000
  • This project will provide funding for a new Main Electrical Substation to replace the current outdated substation onboard SUBASE New London, which has reached its useful service life. The project will mitigate risks associated with substation equipment and facility age.

Naval Submarine Base New London – New London, CT

  • Amount Requested: 22,500,000
  • This project will provide funding to develop enlisted quarters to accommodate all home-ported submariners in barracks and meet quality of life goals at SUBASE New London. The project will replace remote, outdated 1960's-era barracks that currently drag on submariner morale and retention.

  • Amount Requested: $16,000,000
  • This project will provide funding to develop a new fitness center to replace an inadequate, old gym at SUBASE New London. The project will ensure building codes and fitness standards are met and enable year-round physical readiness of submarine forces.

  • Amount Requested: $50,000,000
  • This project will provide funding for the construction of a dedicated space with areas for open and enclosed climate-controlled storage at SUBASE New London. The project is required to protect key items from the elements before Block V VPM arrives to the base.
