(Washington, DC) – Senator Richard Blumenthal (D-CT) today made the following remarks on the floor of the United States Senate about the National Defense Reauthorization Act’s provisions to more effectively counter improvised explosive devices (IEDs), which have seriously injured and killed American troops serving in Afghanistan.

Blumenthal said, “The Pakistanis need to prove that they are stopping and stemming the flow of fertilizer. They need to prove more than just goodwill or good intentions but effective action to stem and stop the flow of all of the bomb-making materials across the border. We must also support efforts by the Department of Defense to secure and deploy body armor, such as this bill does, and equipment that protects all our troops in harm’s way.”

In October, Blumenthal wrote to the Department of Defense to urge them to expedite delivery of protective underwear armor to troops serving overseas in order to protect against IED attacks. This past summer, approximately 1,800 IED incidents per month occurred in Afghanistan, the highest volume of incidents yet recorded during Operation Enduring Freedom.
